Funding:
USDA donates commodity foods to the state agencies for distribution to participants and provides funds to state and local agencies to cover certain administrative costs. USDA pays for the initial processing, packing of the foods and transporting to the local agencies. CSFP is administered by state agencies such as the Department of Health, Social Services, Education or Agriculture. A local agency may be a public or private non-profit agency that provides a service to low income households.

Eligibility Criteria:
To be eligible for the CSF Program all applicants must reside within the state where CSFP is operating. They must meet the income guidelines under existing federal regulations. To be eligible for benefits the applicant must be either pregnant, post partum, or a breast-feeding woman, a infant or child up to the age of six, who is vulnerable to malnutrition, or elderly (60 years or older.)
Persons applying for the program must bring documented proof of income, residence, and age. Nutrition education is offered as part of the program, with special emphasis on the nutritional needs of the individual.
